Powers on Will not Load OS

The hard drive does appear to be spinning up.

I got it as part of a trade, I was told it was working, but it will not Boot.

Comes with wireless keyboard but no mouse.

I got this to try and get reintroduced into Mac's, but unfortunately this machine will not work.
