Then connect the HDMI input to the device being used (like a laptop, computer, or Android box). and plug the supplied USB cable into any available USB port to power the unit and then turn it on.

It has a switch on the side for NTSC or PAL signals so that you can use this anywhere in North America or Europe that uses PAL. It allows signals of up to 1080p to be converted back down to old style RCA jacks and you're done.

This is a great way to connect a new style Android set top box for viewing online tv and streaming onto even really old tvs that only have RCA input jacks.
